I've been trying to track down this bug, but I have been unable to duplicate it. I've had several people try creating new projects and it seems to work fine. However, I have seen a number of reports where this behavior is occurring, so there is something wrong. I just can't duplicate it.

I need exact steps that you followed in the Wizard to try and duplicate it.

Also, all of the console stuff comes with source code so you can look and see for yourself what's happening.

The only thing I can think of is that your templates are somehow messed up (in the /templates) directory. As Barbara said, the way this works is that the values from the fields of the Wizard are merged into the templates to generate the mainline code. So either the template is not right, or the value is not set (empty).
