Sound similar to a problem we've had running FPW2.x and other Win3.x programs on NT (starting with SP5) with a Novell Network. They seem to run okay in Win2000 so far, though. This MSDN Knowledgebase article proved helpful. I was able to get the programs running on many of the problem computers.
