Why doesn't superclass work always?

One of the anomolies I've run across with this beast is that IF the baseclass is a part of a classlibrary that is under source control AND checked in [ie - you don't have it checked out] AND the baseclass is part of a DIFFERENT class library than the one you currently are working on - I would never see the underlying methods of the parent class. Nota Bene - the 'AND's here are specific.
