Well, if you want that, you might not want a menu as the interface, maybe a form with the options or something like that.

Anyways, you can do somehting like:

keyboard '{alt+f}'
keyboard '{dnarrow}'

and that would put you at the File > Open menu, or the best way:

activate popup menupad bar 3

Which would highlight the third choice for the "Menupad" pad.
