That must be one of Matthew Wright's programs. Frequently, downloaded Perl programs require editing, to ensure they are compatible with your server. The guestbook program probably contains some direct references to the server on which it runs, such as a domain name and/or directory paths. The program may have had trouble initializing. Carefully review the beginning of the program, to see whether it contains any customizable variables.
