Hi.
I think you can create dbf with records. One records to one licence.
When user logon he LOCATE FOR !LOCK() If found not locked record user LOCKs this record..
Etc.. until all licence records will not locked.. When last user try logon.. he get FOUND() = .f. limit of license all licence will locked.
When users close program record automaticaly unlocked
Second way place dbf for each licence and USE this licence table EXCLUSIVE and check errors.. Try to use each table until using not success. If can't use .. then all license in use.
Its my mind about this problem. It is not related to MM Framework..
