I know of two issues what may cause this:
- are you using a Virus Checker? If so, try turning it off to see if the problem still occurs
- are you using updateable views. I have noticed that when views are heavily used (for reporting) the performance of the database collapses. This happens with only two users sharing the data. The size of the server is not relevant. I solved this by not using the views for reporting but copying the view-sql into a progam and to execute this into a cursor.
