Back when I started REAL Windows programming, 1995 with Delphi 1.0,(not the Borland Pascal for Windows days), many articles and interface design books discussed the TAB vs. ENTER issue. The advice at that time was to design the app so the user could choose which behavior to use. The thought was that as a novice Windows user would like the DOS behavior of the ENTER key, but as they began to use more and more Windows apps, they could switch to the TAB key as the advance to next field. If you design this in now, you won't have to retrofit it later.

Remember that the users who start with your Windows app today are coming from DOS. But unless your organization is different than the rest of the world, you will be getting many new users who have NEVER touched a DOS app and training them will become a real PITA. Not surprising, there are many people out there who KNOW BETTER (don't mean you) and opt for a non-standard Windows interface so that THEY can do it better than the Windows standards.
