I suppose you meant to say < ul > is not allowed. You could use the old tag < menu > instead of < ul >:
Here is < ol > and < li >:
- something
- something else
And < ol type=a >:
- something
- something else
Looks like UT is trying to screen out < u > to prevent non-hyperlinked underlining, and is accidentally killing < ul > in the process.
