I dont know if this could be it, but have you checked the default path on the new machine. The one set in the autoexec.bat (if used) to ensure that all directories in the path are present. I remember trying to run a exe on a machine that had an invalid directory in the path or a path set that was hosed that caused an error at startup that was not affecting other machines running the same exe load.
