It sort of is modal: if you're using MODIFY REPORT without the NOWAIT clause, when the user clicks anywhere outside the Report Designer window, the report automatically closes. It would be nice if it acted modal (ie. beeped at the user and left the Report Designer open), but there's no way to do that, unfortunately.
