Thank you to everyone for your help.

It turns out that crystl32.ocx was not registered because of an error message.
When I run regsvr32 crystl32.ocx, I still get:

LoadLibrary("CRYSTL32.OCX") failed.
GetLastError returns 0x0000001f

CPEAUT32.DLL and OLEAUT32.DLL have been placed in \Windows\System and registered.

After I get my client working and know what to include and register, then I'll put together a DOS batch file or SETUP.EXE install routine for my users (there's only two for this application).

BTW, I'd be glad to have an example for calling the RDC and passing in table locations, any parameters, etc..
