I've run into this problem, and found that the dll will not release for (2) reasons... (1) the timeout is set high in MTS, and the program is still resident in memory - when working on a dll, I usually set the timeout time to 1 minute. (2) Visual Interdev has a link/connection to the object - if you have a dll registered on your webserver - and you type server.createobject in Interdev - and intellisense fires giving you the options - Visual Interdev keeps a reference to the DLL and you can't rebuild until you shut down Interdev.

These are the only two things I've never had a problem with - getting File Access is Denied - rebuilding a dll in MTS. And I've rebuilt them hundreds of times without having to remove the package from the server.

I originally removed the packages and added them back - until I found the problem.
