If you think about it, the users are running simultaneously on the same machine - so the first person will probably not get the message, and any subsequent logins will not open because the OS is returning a handle to another user's window.
I'm just guessing here, but it would be worth trying, and should be easy to see. If it is the case, I would reccommend a different strategy and use the record lock technique to determine if a particular person is logged in to the system... then not allow them to get in again.
