In my case removing the include file was no problem.
I've removed it, set the TAB order of the buttons, and then saved it.

This was the original class that has been modified. Originally there where navigation buttons too on the toolbar. But they has been removed.
I now have two toolbars.
About the order of the buttons.
The order of the buttons is never changed.
Only depending on the modules the user has buyed some buttons will being removed on startup. But this functionality is now removed too.
