First I would go into the Fronpage Server Extensions Admin and make sure they are configured correctly on your web server. If everything is configured, then you might want to re-install VI or Visual Studio if you are using it. If you are using Visual Studio, I would install all files, including C++. It sounds like there is a problem with your install.
