Has anyone been able to generate labels to a PDF document and have them print correctly on label paper?

I am finding that the generated PDF (using both PDFWriter and Distiller from Adobe) is not printing exactly as the layout requires. The PDF output starts too low at the beginning of a page and by the end of the page it is too high. Obviously this doens't work well on a label.

Any ideas on what can be tweaked with PDFWriter or Distiller to get this to work?
