I believe that it's in-process DLL's that cannot have any UI. Nevertheless the out-of-proc EXE will still be in another process so any UI will only show up in that process. I also think (IMO) it would be considered bad procedure to allow any server side COM server to produce UI unless there was a very specific/special reason for it.
