The textbox should have a Format property of R and an InputMask of 9-999-999-9999 for input; on output, use:

TRANSFORM(cMyVar, '@R 9-999-999-9999')

Specifying a format in an inputmask requires the use of the @ prefix, and the Format should be separated from the string by a space. Works for me.
