In fact, the problem occurs in the detail band where these features should be available. I haven't pinned down any obvious reason why they become disabled. The only way to get around it is to create a new blank report with the same dimensions and then copy the objects across to the blank report form.

I assumed (wrongly) that FOxPro had its own units setting.
