There are still lott of users using 640X480; Older PC, somethime also for visibility reasons (Icons are bigger!) and also as a matter of habbit.
This is in my opinion completely up to them, and I don't think that users has to be 'suggested' or even worse forced to switch to 800X600 just because it makes our life easier! This will give you a lott of Calls&Complaints
(depend on scope of the users) for sure.
But this does not prevent you of developing in 800X600 mode! (I do 1024 X 768)
There are form scroll slidebars to help in some situations, but best thing to
do(and hardest as well)is to make sure that biggest loading size of a form is not exceeding 640X480 and then to provide Resize & SavePrefferences mechanics for higher resolutions.
