You can't do it that way. Common Dialogs has two CLSIDs one for design and one for run-time. Unfortunately, not being a InstallShield Express user, I can't comment on what it requires to be able to install and ActiveX control on the target machine. I would think, however, that it would have some mechanism that would handle this, but this is purely a WAG on my part.
Maybe someone else can jump in on this.
