I have used both RoboHelp and ForeHelp to build Help files. Both products are very good and they will save you a tremendous amount of time in developing the Help contents. I like ForeHelp (and ForeHTML Pro) better because the tutorials are so good that I can usually convince somebody else to write the Help topics!
