I'd be curious as to the infrastructure of the network. Are you connected via hubs or intelligent switches? You could be suffering from packet collisions. If running netbeui, I'd be willing to be you are getting plenty of collisions.
Also, is it 10base-t or 100. With that many workstations, you might want to investigate 100 megabit switches and 100megabit NICs.
