Do you mean NT Option Pack 4, or NT SP4? Some components of OP4 can be installed on Win9x systems; if it will load on Win95, it should also go on Win98. NT SP4 is only applicable to NT 4.0; in fact, it really should not be placed on SBS (there's a SBS-specific SP version available.)
