I thought you were referring to the router for the host network needing a fixed IP, not the machine behind it needing one.
It is easiest for the host workstation's internal network address to be a fixed IP, or a fixed DHCP address. Your router may be able to remap this dynamically if it is providing the DHCP services for your network. This is as a WAG, but it might be possible to use hostnames instead of IP addresses, which the router will resolve regardless of the IP (if you are using dynamic DNS in conjunction with DHCP), or the router is capable of NetBIOS resolution. I'm really not sure on this point though.
