1) Open up the Visual Source Safe Explorer.
2) Select a project from the left paine.
3) Choose "File/Properties..." from the menu or right click on the project and choose "Properties..."
4) Choose "Deleted Items" tab.
5) Select all files and Purge.
6) Repeat 2)-5) for each project (include sub-projects, too).

They really should have a "Purge All" or something like that. If it exists, I've never found it. :(
