Doug Hennig did an article on using WinZip that way relying on API_APPRUN to fire the app and wait on its completion in FoxTalk; it was fairly painless.
While WinZip is shareware, the product should be registered for commercial use; it's well worth the $80 or so from my POV. WinME now has support for unzipping built into the Explorer (it's part of the CAB functionality).
For distribution purposes, the Win32 API has support for file decompression in the API; a whole set of calls for extracting files which are LZ compressed are available.
