That's correct. Here's proof.

ox = createObject("form")

now look in your debugger. Drilldown on ox and look for "dataenvironment"
it wont be there

Then in the command window type

create form

save and run this new form
in the debugger again drilldown on formname and look for "dataenvironment"
you will find it.
