You might want to take a look at http://www.caslsoft.com. I have developed applications for the Palm using their product. And I just checked their web page and version 3 is now out. If I remember correctly that version will have added some nice functionality. They also have a product for Windows CE. The Palm development environment is close to object oriented and is something like a 4GL. The price is right too. If I remember correctly it was under $100. From my experience I would highly recommend it.
