VFP Applications running in Win95 without IE4

Could someone please help with the exact list of libs/files that are needed to be installed into c:\windows\system to utilize VFP Version 6.00 with service pack 3, WinHTML help. Do any of these files need to be registered in Windows?

At the moment pressing the F1 key does nothing on these installations.
