PCAnywhere does not permit you to send a reboot sequence; you can access it through PCAnywhere's top-bar menu. An alternative would be to call the ExitWindowsEx() API function from your application (assuming that by fails means that it gets an error, as opposed to locking up; if the app locks up, it isn't going to send any keystrokes, either) as shown in the FAQ and Windows API section.
