The VFP setup wizard program is a 16 bit program and as such knows nothing about the Desktop and Start Menu. It creates the shortcut links via a DDE Interface with the Program Manager (that why the "PM Item" checkbox).

You'd have to write a post setup executable to install the short cut either via something like the Windows Script Host. Alternately, my LnkFiles.dll in the down load section (under Win32 and Other APIs) will allow you to do this. You'll have to retrieve the location of the current desktop folder and create the shortcut there.
