At the time, absolutely. Don't forget the GUI interface is part the OS, that didn't happen until Win95. Before that Windows was a program running on top of DOS. I don't have the details on the BIOS or the chipsets original used, but all that stuff probably was designed to help implement the UI. I know that was the case of some other machines (non-IBM compatible like the early Ataris).
