I've sent you a file with a sample. Basically a continuous vertical line on a report would need to start from the page header and extend all the way into the page footer. Try drawing a line starting at the very top of your report and drag it all the way to the very bottom on the report. When you preview it, you should have a line that covers the entire page. Then start shortening it to look the way you want it.
