Already made a decision, and then get facts to back it up. Yes, incompetency would come to mind. However, I was not being that harsh. If somebody asks you to to justify a tool, it helps to have some facts at your disposal. Anything else is bass-ackwards...

He only wanted materials to use to show the non-technical people making the decisions. You assumed he was incompetent to make the tool decision himself, and everyone else just answered the question.
