Let's go deeper than that. Remember where MS DOS really came from? Even FoxPro. There is a wonderful example. They bought a superb DBMS package, but instead of developing and pushing it as much as VB and Access, they beat around the bush. Developers KNOW VFP is superb, but MS is still pushing for VB and Access or VB and MS SQL.
