You should try to download the Norwegian MS Agent core components from
http://msdn.microsoft.com/workshop/c-frame.htm?/workshop/imedia/agent/default.aspCheck the combo boxes on that page, there are Norwegian core components. Speech engine does not have Norwegian version at the moment, but you may try to download British English TTS engine.
You should check also
http://msdn.microsoft.com/workshop/imedia/agent/othrspcheng.asp for third-party speech engines compatible with MS Agent, they promise more and more languages.
