Check out Visual Sudio MS Internet Transfer Control (Active X) - It's free, from MS and the lights are always green! You may need to add through tools/options in your VFP sys menu. There is also a nice study in the files section.
Check this API: InternetAttemptConnect("") - It will open a modal DialUp dialog should the system not be connected
