How would I create a dll in C then?

We keep getting, the ever famous, Cannot find Entry point (DLL Name) in the DLL. Microsoft's website say it is case sensitivity issue, but we checked and double checked all that, everything is exact. Has anyone had this same problem? Does anyone know what is wrong?
