Hi Kevin,
Sure, PWS will let you get your feet wet starting out, particularly with learning to create ASP pages, and testing local COM objects, but after a while you will really want to get into IIS and MTS, and these things running on an NT server is what you will need.
As a matter of opinion, I started out using VI for creating data enabled web stuff like ASPs and the like...my advice is to get into the guts of the ASP stuff directly (even via notepad, although I like EditPlus2, myself), and avoid VI altogether. It's kind of a headache.
