To me there are no stupid questions. Until you learn something you have to ask questions, experience it or be given knowledge by God when you are born.

I am not sure of the requirements of the specific files you have mentioned, but you can do a great deal of development for web applications on Win 98 with Personal Web Server. There are a few things that require NT Server but not so many that you cannot learn 95% of what you need to know.

Have fun - web development is a giant step backwards in application development but that is where the money is! The more you learn the better. You will soon join the ranks of us who say things like: I just had a Browser experience. That is not good. Perhaps we should publish a list of terms for those not familar with the joy of web development!

If you want to do some ASP/ADO development, let me know so I can give you some links that will be of help. My favorite tool for web development is West Wind Connection with Visual Interdev for an editor.
