As to the issue itself the answer lies more in the fact that a form manager object that handles your forms is the right way to do it - which precludes the need for or any benefit from using form sets.Ken;
Read what you are saying.
My interpretation is....
Use a Form manager regardless of any benefit you will get a from a formset.
Lets go back to the HOT Stove Theory....Please provide why other than an opinion and the Right Way...What is the right way?
Some People Drive on the Right side of the Road some Drive on the left Side..who is right?
Some countries use Metric measurements and some use Imperial..what is the right way. To You the right way is your opinion. I want Facts on WHY NOT use a formset not just because you say it is not the right way.

Q. Do you use form manager for every call to a form?
Or
Q. Do you only create a form manager for the multiple forms that interact with one another?
