Hi Dorris,

The change happened in two steps several years ago. At one upgrade time, probably after the MS merger, those who were upgrading their network (unlimited user) version were given a 12 (I think) user license. Then the next major upgrade that went away and there was no more distinction between versions except that the "Professional" version came with run time. Since then you need a license for each developer.
