If I can give my $.02... I would suggest just finding a reliable hosting site. There are several that run all flavors of web servers.

If you are wanting to write something that has to do with the NT/2000 OS, you will not get a lot of help from any hosting site that charges a few dollars a month. They will probably not install anything for you, and not let you run programs on the server. It does not make sense for them since there is a chance you will bring down the dozens/hundreds of other sites that will be running on the same box.

If you want to work with IIS/ASP/etc, install a server of your own and try to get your ISP to give you a static IP address.
