FoxPro Advisor had a few articles in recent months which address this issue. I don't remember all the details, but I think one of them involved keeping a table of open tables.

The one which seemed more practical, though, was building a timer into your app which allowed you to kick out everyone in the system, so you could gain exclusive access to the data. Every few minutes or so, the timer would look for a trigger - perhaps a file - which would tell it to quit the app. It would display a warning message to the user, give them a period of time to quit, and then quit, so you could have exclusive access. I haven't tried it yet, but it sounds like a pretty solid philosophy.
