I have yet to find THE PERFECT Web dev tool. I've tried a lot of them.
VI's Good Points are:
Debug as Thomas said
Intellisense for your scripts.
You can copy code drop it on your tool bar and reuse it
Bad Points
Visual look and layout sucks.
Don't use the Design time controls They make you think they would be great but if they work they are very very slow.
You will find that to be producive you will need to use several.
For the HTML layout I really like GOLIVE from adobe. It is not cheap but its great at layout and DHTML stuff. I use VI for doing most of the Javascript client side stuff because of Intellisense.
