Two ways to do this

Each developer (or user that requires to open the project) really should have their own copy of a project in a folder that points to the development folder.

Each user will then pick up any changes when they rebuild their project, you could even have different projects in the same folder looking at the same files.

Use SourceSafe with the above, but obviously you'll need to get it all setup.
