How much memory on the workstations? 133 is on the low end but tolerable if sufficient memory. I have seen a quantum leap in performance just going form 64MB to 128MB on 300mHz machines. I can't vouch for 133s.
I also battled with this for weeks before finding a solution to my problem. I was providing my forms and classes separately from the APP/EXE. I did this for convenience of updating during beta testing. This was driving my customers and me absolutely crazy. The performance returned to normal when I compiled the classes and forms into the APP/EXE.
Why this happened is a little puzzling because I did not have but 5 or 6 paths in the VFP search path. However, this made a tremendous difference but makes providing updates to customers more difficult [5MB APP -vs- 30k form files zipped].
