It is actually under Internet Explorer configuration, but the problem is - it will look for the closest DNS every time you reference anything that uses TCP/IP. And even worse, - if any of your applications use this protocol, the dial-up connection will pop up. I think the problem lies in your Dialup Adapter configuration settings. Make sure its TCP/IP configuration is set.
Some things are better be left unknown...NOT!!!
